I would think a high speed disc would handle that. I feed on corn stalks a lot of the winter. The waste hay goes for bedding, some spots on year 1 is a bit of an issue in strip till. Year 2 I can’t tell where the wasted hay was.
The point of having cows is making them work for you. Not cows creating extra work for you.
