So what do you use?

NH3 is less likely to leach since for at least a short amount of time, as it is in a form that will not leach.

Ohio State University says that for each pound of N from NH3, urea, or ammonium nitrate it takes the same amount of lime to neutralize.

 

To OP it is the tillage that the neighbors do that is hurting their soils. There are ways to use a reduced/no till system to get on NH3. Crustbuster, John Deere, Yetter, and Wako all make no-till NH3 applicators.
