Southeast WI | John has the answer. It's not rocket science. We spring strip as needed. The goal is 100% notill but if it's one of those wetter springs where the flatter ground needs help I'll pull the pluribus out and strip a day or two before planting. Wholesale stripping on sloping ground, even on the contour, is a recipe for disaster some years.
I see a post on "I've seen notill do the same" thing, well yes if you are too aggressive with row cleaners on hilly ground that will definitely happen. We had it happen once 25+ years ago and realized what we did and adapted. That's the cool thing about being human - it's the ability to recognize problems, adapt and fix them.
