Depends on how aggressive the co-op was with buying product off season. The one I get fertilizer from here seems to pick up a lot during certain times of the year. I suppose after a while they have an idea how much gets used on an average year and plan accordingly. They put up a rather sizeable 32% tank a couple years ago, so any 28% they sell was 32% they diluted down.
