Row cleaner aggressiveness (if you are running them) would be a potential deciding factor for me. If you spray first, and have row cleaners running aggressively, you can move the chemical off the row. Thats where all your weeds will start. If you arent running row cleaners or arent doing alot of movement, you will be fine going either way.

Spraying after the planter, you can injure some weeds with the planter and they wont take up chemical as well. Marestail would be one weed that if you had a carpet of, I would be a little concerned with planting first and then spraying.
