I’d wait till end of September and spray any foliage, if none from stump then look if any roots have sprouted, gly and crossbow is what I use, undiluted gly on fresh cut stump, for forest land I use 2.5 gly and 2 gal crossbow in 280 gal, 40- 80 gal per acre depending on how thick and tall you are covering
