Have you taken off and cleaned all the 5psi no drip caps. They get crap inside and resist opening. Also replace all the seals under the cap with new viton ones they get warped and stiff. Even with that reliable opening under 10 psi is unlikely. Probably need to go down a nozzle or 2. Look up the TeeJet book chart for nozzle size. It does all the math for you.
