If this was such a horrific problem, why did companies(the same companies who had already experienced such IP theft) continue to move products and operations there?

I think the answer is that they were still making so much money that they actually didn't care. Also, it's not like IP theft in the U.S. by other U.S. companies isn't a thing. It's why it's damned near impossible and incredibly expensive to enforce a patent.
