I'd test for the signal voltage closer to the 450 if there is a disconnect point. Otherwise, I suspect the problem is in the flow meter cable or the internal connection to Pin 13 in the 450. Pins 11, 12 and 13 deal with the flow meter. Pin 13 is the signal pin and should be pulled up to 5VDC when disconnected from the flow meter.

I've seen instances where the 450 was mounted close to a window and the glass caused strain on the 16 pin main connector. That connector contains the majority of wires including Pins 11,12 and 13 for the flow meter. There may be a loose connection there.
