Determine whether the problem deals with flow or area. The voltages at the flow meter connector need to be correct.

One pin is 5V constant power to the flow meter, another is ground to the flow meter, the pin across from the notch is called the signal. The voltage between the top two pins should be 5V or more. These pins provide the power for the circuit board in the flow meter and must be present.

If any of these wires are broken or even partially broken a new flow meter will not work. But again are you certain that the problem is with flow? That's why determining the Area/hr and the Vol/min is the correct first step.

The signal wire (across from the notch) should show 5V compared to the ground pin. This pin is connected to what is called a pullup resistor which tries to keep it at 5V. It behaves much like a spring on a door, in that it can be pulled to ground but will try to return to 5V. When the magnet on the flow meter turbine passes by its sensor, it shorts this pin temporarily to ground but then releases it. This creates a pulse which the 450 receives (if its wiring is intact). The 450 counts these pulses and divides by the meter cal to convert the pulses into familiar units such as gallons.
