SE SD | If the plant community has changed to Buffalo grass and blue gramma, its going to take years or maybe it never will return back to historical plant community. Its going to need rest and precipitation. If you plan on grazing it, graze it light and under stock it.
like ben mentioned, get a range specialist from local NRCS to come out and take a look, doesnt cost anything, they should be able to give you some ideas.
