I have rented a car in Iceland and Australia with a normal Iowa drivers license. Rental car company could give you a better answer but you likely do not need anything special.
The congestion in London may make it less appealing to drive yourself. Parking has to be considered in staying in the city. Generally European countries have pretty good rail and public transport.
How do you rent a car in London to drive around and see the sights?
