I for one do not completely understand God.  I am only human.  What God does, how God does it I do not know.  IF I full knew everything God knows I could give you the correct answer about possible non earth life, but then I would be as smart as God.  Not going to happen for me or any other human.  There will always be things in this world that I do not understand or know the answers to.  

IF there is other life outside of earth why do we earth people think there needs to be water where these others live ?   Please tell me why they need water to have life ?  Oh, to have life as we simple people understand life.  Yes, there would need to be water, but you say these outside life forms are not human. Hmmmmm
