Am I correct in thinking that the problem has to be at the base because of the no rtk led being on?
The "no rtk led being on" could be caused by any number of things from the base station, caster, or rover. The "no rtk led" is like pulling on a hook on the end of the chain to discover that the chain is broken, it doesn't tell you which link in the chain is broken.
But you are correct that you have a problem with the base station. Either with it's configuration or antenna. The base does appear to be connecting to the caster so it appears to have network access.
Your base station is not sending out any messages, as shows by it's url page and NTRIP checker app.
