NE Nebraska | We put river rock (2") around our house when we built about 30 years ago. It's an investment, but generally a once and done. Plants have done fine. I can blow it off if needed. It doesn't blow or wash away or fade. If weeds get in I can spot spray. Make sure you've got a good edge to hold it in. There's one small area just in front of the house that I'm tempted to pull out the rock and to put mulch- just to give it a focal point, but why fix what isn't broken.
But, you do have to watch for rocks that get in the grass as they can get thrown and break a window.
We have mulch in a couple outlying flower garden areas--so far this year I've carried 24 bags of mulch and it still needs more because it fades and decomposes. Needs refreshing every year.
Our son has a large white home with dark mulch and it's beautiful - they buy it in bulk in a huge tote from a nearby landscaper. If you have pets, dogs can dig and cats use it as a litter box.
