My daughter is here at my house right now. When she left her house the 2 dogs were running loose in the neighbors yard, so much for quarantine. She is an animal lover and wants to have a meet and greet with these dogs and the neighbor at some point. She has some yard work to do before mowing the grass. She will be carrying her sidearm and will shoot them if they are on her side of the fence and bark 1 time at her.

You really should call animal control, report the attack, and document the fact the dogs wander a lot.
