Neighbors of mine were welding on a tractor rim a few years ago, killed the one doing the welding, seriously injured the adult son that was close by. I hope you're just seeking to understand the "why" behind what  happens and not trying to talk yourself into thinking it's safe to do. It's not. Anyone who says otherwise hasn't done it or has been extremely lucky.
