The same reason welding on a fuel tank even if empty,, sure it’s done, next town over , last winter, welding on a used diesel tank , was drained flushed , 50 gallon ish sized, pro shop, guys dead, there are chemical reactions that build pressure that some assume do not exist in their world, tires, tanks, are all potential bombs,
