I've welded mounted rims and never had them explode.

Yes it happens, and it is bad when it does.
Fill the tire with CO2 or dry N, then pull the stem, as long as
you're not near the bead or camping out on it weld away.
Easier and safer when not mounted, weld it and walk away.
For liability reasons and Stupidity most people. need to dismount it.
So i recommend you dismount it.
