I will not try and convince you this is the correct methodology, because one, I would have done it differently, and two, it is an unknown what will happen. As for methodology, there are many things that “could” be done with laws. We could pass laws that make the clean air and water act, the fair labors standard act, copyright, patent and trademark laws all applicable to imports. Thus , if you export pollution, labor law violations to China, as an example and then try and import and sell, you will be hit with the same penalties as a violator here. Ironically, the “tax” or legal implications could be as harsh or harsher than trumps tariffs. But, Congress doesn’t act, so that is an issue. People site the TPP, as a shining star. But, since it never happened we don’t know what enforcement provisions and cheating would have looked like.
I think China is a huge problem in every sense of the word, money is not what makes my world go around. If somebody is willing to try and do something, whether I agree or not with the methodology , I will give them some rope. And maybe, trump hangs himself. On a final note. There is a lot of howling by people who own stocks etc…. But what about the largest block of voters? The voters who have seen real wages peak decades ago, are they unhappy about what Trump is doing? The world has changed indeed. The world is about to change some more. But, we will be okay.
