It appears so, in more than one way.

When you're working cattle, and you want a cow (or cows) to move in a particular direction, what do you do? You put pressure on them.

When they're moving in the direction you want them to go, what do you do? You reward them by backing off on the pressure.

He got 75+ countries wanting to negotiate, he took the pressure off of them.

Then there's China, which reacted by bolting in the wrong direction. So, like a cow, what do you do? You put more pressure on the cow to move in the direction you want.

Seems pretty straightforward to me.
