Can you explain why Trump's actions will lead to a return of manufacturing?

Right now CEO's and pundits that are interviewed daily on Business TV Channels in Europe are all in agreement that this will not bring investment to the US, simply because they don't deem the current regime trustworthy. They'll pay lip service, they'll announce plans, they'll say anything to minimise damage, but they probably won't follow through.

And it's not just the tariffs or trust in the federal government, there's also a lot of attention on corruption in the US being at an all time high.
