The problem with new irrigation here is that increased drought tolerant crops means that irrigation barely pays most years. With white mold moving in, it almost never pays on beans.
If you have the sunk cost of existing systems, it still makes sense to maintain and use them. But that guy didn't have the sunk cost until this year. . . . And part of that 80 was in pasture, rough pasture. . . . .
