Michigan | I'm running a 12-row 1760 with a 7140 Magnum. I had the same problem you are describing.
There are several ways to make this work, some are better than others but all will work.
First as a driveway test, try running the vacuum in remote #2, lift/lower in #3, and just unplug the cross auger for now. See if you can maintain vacuum pressure and still be able to raise the planter at an acceptable rate with this set up. You do want to adjust the flow to the vacuum using the flow control on the remote. Do not use the Deere flow control block. The flow controls on the 71XX tractors are poorly designed and after 30 years most do not work from the cab anymore. You have to crawl in next to the tire and adjust at the valve. I solved this problem on my planter tractor by removing the goofy cable/dash lever setup and running a direct linkage up into the cab from the flow control spool at the valve.
But, if things work when you skip over remote #1, then you might want to do the modification that John linked in the above post. I've done it and it makes things 100% easier to adjust. You still have to dial in the flow to the vacuum motor correctly, but it gives you a lot more margin for error and eliminates the situation in which the #1 (priority) remote robs everything else of flow.
The best option, which I ended up doing, is to add a pto pump to run the vacuum on your planter. You don't have to spend $10k for the fancy Pump Doctor/Command Hydraulics pump. There are plenty of used PTO pumps around and it's a pretty easy DIY project.
