In a perfect world, we would much more tightly regulate the financial markets.
But then you wouldn't get huge stock market gains far above what Balance sheets and P&L's justify, resulting in politicians not being able to use the stock market gains as a distraction to them robbing the country blind.
Who are the sellers?
