| I'm guessing/assuming your problem could possibly be simple. Do you currently have the flow cranked wide open on number 1 trying to build vacuum? If so, your not going to be able to with the meters empty just sucking air through. Adjusting the flow with the meters empty is going to do nothing. If you have the vacuum fans running with the flow wide open, your other valves aren't going to work decent.
Get some seed in it, turn vac on, fill the seed disc's by rotating them a few revolutions, set vacuum then I bet you will have things working better
