Yes, spring pin in bottom of #3 support in head brings oil up. Shaft has large hole to go down over the pin that indexes it front to back on head and prevents rotation. Then the hold downs clamp shaft and locate the rockers which are kept against them by springs on shaft.

I blew compressed air through the shaft locating/oil feed hole and didn’t get anything but oil and air out of the smaller holes. I’ve run it again since I reinstalled it and it’s still doing the same thing.

I see two possibilities, it’s intended to be that way so JD purposely put the intake rocker feed holes on the bottom but why would they intentionally want to restrict the oil flow to the intake rockers………………….just figured it out. They want enough but not too much to cut down on oil getting past intake valve guides. It’s lasted 60 years so it must be a pretty good idea I guess.

The other possibility is that there’s some sort of solid sludge or something in the hollow rocker shaft that lays down on the bottom and blocks the holes feeding the intake rockers. I saw no signs of that when blowing air through it. And since this is an LP engine that burns pretty clean, I’m going with it’s a design choice!
