Central Illinois | dig one up and examine the connections between tiles.
I suspect you will find that the “wrapping material” on the connections is failing.
This allows soil to leak into the tiles
The brown color of the tile run water is an indication that soil is getting into the tiles.
I have seen this happen in other tiling jobs.
