Correct because a Vietnam low value added economy simply doesn't have enough demand to buy US goods at an equal amount. They work low wage textile jobs and their standard of living reflects it.
The US exports a lot of high end innovation / tech services. Vietnam may buy cotton but they don't need Nvidia / Microsoft nearly as much. Truth is, a lot of the countries that have tariffs on US goods have them on as a form of protecting their developing nations because they lack tech and innovation but still need basic industries. I suppose this is becoming a different post... maybe I'll post something on this is a new thread later as there is a lot of questions on why other nations tariff US goods. In general, if you look at those nations, they are developing nations.
