S MN | I haven't found it to be a major issue. You go to the FSA and fill out the form- they then pass it along to the NRCS. They will have you draw a "map" of proposed new tile ... they are verifying that you are not trying to drain a wetland and will then just keep your drawing in a file somewhere. You already know you have no wetlands, so do they...you will get a letter back in the mail at some point stating the same. A lot of tile gets installed in the meantime, waiting for the approval letter to come back. Making sure you are draining into the correct watershed district is another consideration if you are close to watershed boundaries- FSA doesn't determine that.
