The condition of the undercarriage is the most important part. Most old dozers for sale have wore out undercarriage. I have one in the shed that is worth about whatever per ton scrap iron is. I have gotten a lot of work out of it. But it ain't worth much.
The 17A is a big 4 cylinder engine. Cable lift. Pony start is not a bad thing. The starting engine probably bothers more than the big engine. But for low use, it is not a bad way to start. Run the engine with no compression and no fuel till oil pressure shows on gauge, start bringing on compression and fuel. Smooth, slow start.
