IL | JB Weld "plastic weld" epoxy works for me to seal things up. First thing I do is heat up staples red hot with a lighter and needle nose pliers. Press the glowing staples into the tank across the crack from inside the tank to reinforce it. Lightly sand the area after pressing in the staples. Mix up the JB weld and smear it on the inside of the tank. Cut a circle out of a thick trash bag, silage bag, bale wrap.... Press it onto the epoxy while it's still wet and smear a little over the edges.
