Can you explain ‘dumping’ to me?  I have never heard an economic definition.

Example: the Okanagan Valley was full of fruit orchards of all kinds 40 years ago. Now all that is nearly gone. The reason is because US fruit was dumped on the market here at low prices, until the local producers had to quit. Then the price went back up. That's where we are now.

So when hog prices are below COP do we get to call Canadian hog imports “dumping”?

As a independent dyring the 90s and early 2000s, I recall delivering to delphi indiana packing plant in the early am and watching spread axel semis with Ontario plates delivering at the same plant. At the time we were plumb full on live hog inventory. I don't know what the trade and tariff rules were at the time, but I recall the feelings of we didn't need more fat hogs from across our border at the time.
