Subject: Landoll 7431-33 tandem bushings

Have a landoll 7431-33. Putting new tires on so figured I would replace the pivot pins and bushings while in there. One side seems loose and the other side is a little hard to move. Does anybody know, do you have to remove the axle from the walking tandem in order to get the pivot pin out to replace the bushings? I tried removing an axle and they are stuck in there good. Didn’t want to start heating it if I don’t have to. Tried putting a pipe in the back and hitting with a big sledge but it wouldn’t budge.
