Keep the starting fluid in engines and use wax/grease remover after your dawn dish soap. Then use alcohol after wax grease remover. Let it dry for at least 30 minutes before priming. Your wrinkle is coming from contamination or from your top coat not interacting with the primer. The solvents namely xylene and naptha in the top coat are eating into your primer and causing the wrinkling. Spray very light coats of the top coat. At least 3 light coats better than one heavy. Let the primer dry overnight before top coating. Should solve your issues. If it doesn’t then the primer and top coat are not compatible products
