I would second the flow meter stuff as well! Seperate on/off valve and then a rate control valve is a nice system, much better than a single valve. Also agree the tank shouldn’t (and really can’t) be emptied all the way. You pay by weight, maybe you waste a tiny bit of stabilizer if it’s added to the tank but negligible when compared to getting the correct rate on and taking it easy on the system
