All that says is that 30% of the drivers on the road now, shouldn't be.
I drove a rental car a few weeks ago that had every kind of safety feature you can think of. I absolutely hated that thing, it wouldn't let me drive the dang car without constantly bi_ching at me.
It was like having a pissed off wife in the passenger seat as a drivers ed instructor complete with her having a brake pedal and a steering wheel.
