The way I understand it is only half of the nitrogen in the 32 is subject to volatilization. All of the nitrogen in urea is subject to volatilization.
Several factors contribute to it. Wet soils and warmer temperatures are worse as is high residue levels.
Streaming it on lessens it. Broadcasting it on is worse.
