I'd go to the Soil Conservation Service (hopefully one is local) they have ideas for stuff like this.
I'd be looking at a catch basin, with a liner and (you pick the size) 8-12" tile to the pond. If its public water, maybe you will have to get SCS involved.
Is it your "water" or neighbors?
