If the safety system is not working then the only way that a bypass switch will do you any good is if the seat switch is bad. Take the time to check the switches and seat harness as I instructed in an earlier post, if that checks out, not any bypassing in that area will unlock the pedals. The power to unlock the pedals comes from the instrument panel.
