Talk with your inurance carrier. When we put steel up, we got an insurance discount if we pulled the old shingles off and put down new sealing paper. They don't use 'tar' paper under steel anymore, it is some synthetic fabric that is similar to tarp material. Anyway, if the lower insurance rate will pay for the tearoff in 4-5 years.
