Up here the conventional tillage guys usually have the fertilizer spread in the fall before doing fall tillage, or in the spring before running the field cultivator over it.
In your case the fertilizer would be fine to spread on the stalks before working in. Makes for a much smoother ride in most cases if the stalks weren't worked ahead.
