yes, simplest form i can think of is a laptop running lefebure program/application. you could run etheret into the laptop providing internet access and run a usb to serial connection out.
if you share some more of what your doing maybe i can help more, maybe its just as simple as running a laptop. where is your internet coming from in this scenario?
