To start with I'd use a scanner that can watch BCM or GEM (or whatever ford was calling it in 17) data and see if it's being commanded. If it is being commanded its time to check for broken wires in the door jamb and/or pull door panels and get the old school test light out to see if it's getting power and ground to the solenoids
