How much is she willing to try to get up? We had some luck with tough love - she will try to get air if you prevent her from breathing. She will struggle is to get away from the person blocking air.
This is a two person job or your hip lifts you may get by with one only (even then the 2nd person could be on the loader to hold her up). With two helpers, one restricts air with a plastic bag or just your hand over the cows nose. In either case, let her breath if she stands. The other person's job is to steady her using her tail. DON'T LET HER FALL because it will confirm her notion "she can't". This can be easy or damn near impossible. Her problem is she can't/doesn't move her hind legs fast enough to catch her rear falling left or right, but with timely and strong help, helper #2 can.
A significant part of this work is breaking the cow's thought she can't stand. I actually helped more than one heifer by myself but I was quicker and stronger back then than I am today.
