 Thumb of Michigan | Rated output on solar panels are under 'perfect' conditions (at best). If you get 80% at peak performance for a couple (2-4) of hours a day, I think you would be lucky. The solar panels I have are around 400 watts, do they make 550-watt panels IDK. Next the 28 amps could be running amps at full load, startup amps most likely are 3-4 times that, so you would need something like a battery(ies) or really over build your solar panel setup. Or just put in a battery bank to run the motor and hope the solar panels recharge enough. Two hours between uses wouldn't be feasible recharge time, I think.
As other's have mentioned, there most likely are better ways to accomplish your goal. Single phase motor, gen-set, gas engine, you're going to have a large investment in solar panels/batteries for just a couple of times a day running.
