NASA it self does not have any crew transportation vehicles. It’s the Russians, SpaceX and Boeing was hoping to be third option but after delivering the two crew the Boeing starliner was deemed to risky to send crew back down.
SpaceX flew supply missions to the space station since the crew were left in space but no manned mission was asked to be launched until this.
