The list has the correct numbers, but there are a lot of details that it doesn't explain. I am only familiar with the dairy side. I will try to explain:
There is a very limited amount of dairy products that are allowed into Canada without a tariff. The problem is the only people that can buy these limited quantities are Canadian dairy processors. They have very little interest in buying because the USA made products would compete with their own products at the retail level. Retailers
(supermarkets, convenience stores, ect
) WANT to buy our USA dairy products but they are not allowed. The demand is MUCH greater than the duty free limit.
Canadian government will not change the provision to allow retailers to buy our product and thus are not allowing the free market to work. This article explains the situation better than I can:
