On reddit there is a post about the DOT wanting to change 280 to 80 and have 74 continue the northern loop around and then rename 74 in between 280 and 80 to 174, but Iowa balked loud enough so it didnt get changed. I also don't know if they would allow a higher number interstate to be farther south since that is not the numbering scheme. Even though it would only be for a few miles.
