We have used a hiniker windrowing stalk chopper before on milo stubble with good results. It sizes up the stuff somewhat which makes it more palatable and dries faster. Only downsides are the horsepower required, it's kind of slow, and blades and holders can be expensive to rebuild.

Last couple of years we have used a self propelled mower conditioner right behind the combine and left them in a tight windrow and baled and wet wrapped them. Neighbor was combining it a bit damp to get it off the field earlier. Made great TMR filler.
